Introduction to NYS OFT Online Accessibility Validation Tool

The NYS Chief Information Officer/Office for Technology (CIO/OFT) issued NYS Policy P08-005 Accessibility of Web-Based Information and Applications to improve the accessibility of state agency web sites for people with disabilities. The goal of NYS-P08-005 aligns with the Governor’s priority to provide accessible and responsive government services to the people we serve.  The CIO/OFT has been instrumental in providing technical assistance in this effort and continues to work in partnership with the NYS Forum to educate and support developers.  This validation tool is another example of the State’s ongoing commitment to improving the accessibility of state agency web sites.

The policy was first issued in 2004 and revised in both 2006 and 2008. The Mandatory Technology Standard, contained in Appendix A of the Policy, comprises 14 individual guidelines. The standard is a composite of guidelines adapted from the Worldwide Web Consortium’s (W3C) Web Content Accessibility Guidelines (WCAG) version 1.0 and from U.S. Section 508 of the Rehabilitation Act. The Policy requires State agency web developers and contractors to validate web content prior to production.

The NYS Accessibility Validation Tool will provide the ability to perform a single-page test as well as testing  multiple pages of web content. Once testing and remediation is complete, the tester of the content will be able to apply the "Meets Standards for NYS Accessibility Guidelines" image to their web pages.
